| Abstract |
The research study has been conducted by Milagrow IMT Center of Excellence, as one of its initiatives to address the cause of the Indian MSME sector. The study not only finds the best practices of the nations in SME Development, but also publishes a list of recommendations to the Indian policy makers, thereby identifying the directions of required efforts and investments in this sector. The study focuses on several critical areas where the Indian MSMEs are facing major challenges. These include funding structure, technology upgradation, MSME policy framework, role of supporting organizations, infrastructure development & marketing assistance and training & skill-development programs. The best practices were analyzed in each of these initiatives and after doing a gap analysis with the current system in India, following recommendations are extended to the MSME policy makers of the country. All across the world, the micro, small and medium enterprises (MSMEs) have been accepted as the engine for promoting equitable economic development. They constitute over 90% of total enterprises in most of the economies and are credited with generation of highest rates of employment growth and also account for a major share of industrial production and exports.
In India, MSME sector plays a pivotal role in the overall industrial economy of the country. According to the last survey conducted by the Indian Government, it is estimated that in terms of value, the Indian MSME sector accounts for 39% of the manufacturing output and 33% of the total export of the country. Further, in recent years the MSME sector has consistently registered higher growth rate compared to the overall industrial sector. The major advantage of this sector is its low capital requirement for employment generation. The Indian MSME sector employs a total of 31 million people spread over 12.8 million enterprises and the labour intensity in the MSME sector is estimated to be almost 4 times higher than the large enterprises. However, the Indian MSME still lack the spark and luster and besides a compelling need of identifying the current challenges that are being faced by MSMEs, it is required to find effective ways of addressing these concerns.
This report not only addresses the concerns that prevails in the Indian MSME sector, but also focuses on studying the best practices, that have been implemented by the nations across the globe, for the development of the MSME sector. The study is focused on the countries that been successful with Best Practices in SME Development from Europe, North America & Latin America their MSME focused initiatives and have been able to enhance their capabilities to a large extent. The several areas of study include parameters like role of government and the supporting organizations, assistance provided for implementation of technology & IT and marketing of products and services. The study resulted in the identification of the best-practices that have evolved in the development of MSMEs across the functions and the gaps that exists in India. It would play an important role in giving clear indications to the major stakeholders of the Indian MSME ecosystem for directing their future efforts and investments.
The countries which have been studied as a part of this study include European countries like, Germany, Finland, Italy, Spain, Sweden and United Kingdom. The countries from North & Latin America include Canada, Mexico, USA, Argentina, Brazil and Venezuela.
